Every directory of Europe's screen sector is one of three things: a rate table with no dates, a list of programmes with no structure, or an address book. None of them can answer the questions a production actually asks — who legally administers this incentive, and who merely markets it? When was this rate last true? What changed since?

The Atlas is built to answer exactly those. It maps the institutions as a graph — who founded what, who sits inside whom, who holds the money — and records every figure with the date it was retrieved and the primary source that stated it. Where the record is incomplete, the gap is drawn and labelled, the way old atlases printed terra incognita instead of guessing a coastline.
